If you have an ROC hearing, you are not going to have it at the Registrar of Contractors. You are going to have your hearing at the Office of Administrative Hearings.

You need to be aware that the Office of Administrative Hearings has its own set of rules. Those rules are officially in the Arizona Administrative Code. But the easiest way to get those rules is on OAH’s website.
